This interdisciplinary research project aims to support ongoing efforts to measure the operational performance and delivery of Impact-Based Decision Support Services (IDSS) at the National Weather Service (NWS). The project will assess how (1) different NWS personnel (e.g., Meteorologists and Hydrologists in Charge, Warning Coordination Meteorologists, and Service Coordination Hydrologists) define IDSS, (2) IDSS is performed at different organizational levels and by weather event, and (3) emergency managers’ community needs and cultural dimensions guide the provision of IDSS. The project will use a mixed-methods approach, including both qualitative and quantitative data collection, to support the development of IDSS infrastructure, enhance training materials, and provide best practices for considering cultural dimensions in the provision of IDSS.
