Bipartisan Infrastructure Law (BIL) Program Manager

Christopher (Chris) Spells provides support to the Weather Program Office (WPO) as a Bipartisan Infrastructure Law (BIL) Program Manager with the Hurricane Supplemental portfolio. 

Before coming to WPO, Chris provided programmatic support at the NOAA Office of Satellite and Products Operations (OSPO) where he worked as a scientific programmer, ensuring the accuracy and timely delivery of data and products to customers. He also helped develop applications for the Hazard Mapping System (HMS), the Ice Mapping System (IMS), and the Ozone Mapping Profiling Suite (OMPS). 

Chris received his Bachelor’s in Earth and Planetary Science from Johns Hopkins University and earned a Doctorate in Atmospheric Science from Hampton University. His PhD research focused on improving atmospheric retrievals in Saharan dust laden air masses over the tropical Atlantic Ocean.
