David Turner has taken on the role of Acting Deputy Director for NOAA’s Weather Program Office, bringing over two decades of experience in strategic planning, program management, and organizational development within the federal government. David is passionate about transforming administrative data into actionable insights and believes in leveraging organizational management practices to drive meaningful improvements. His leadership philosophy centers on team-driven solutions, fostering collaboration, and ensuring strategic alignment across initiatives.

In his permanent role as the Senior Advisor for Planning and Organizational Performance at NOAA Ocean Exploration, David focuses on optimizing planning processes and enhancing performance metrics to align with NOAA’s mission. He has been instrumental in refining organizational frameworks, supporting strategic initiatives, and driving program efficiency. His approach is rooted in unlocking value through data, strategic foresight, and cultivating collaborative environments that empower teams to excel.

Outside of his work life, David is the proud father of three active children (ages 12, 9, and 7), one lively dog, and one very old dog. When not managing their busy schedules, David enjoys woodworking, where he’s constantly learning new techniques while crafting pieces for family and friends—a hobby that keeps him both challenged and fulfilled.
