Deputy Director

David Turner is the Deputy Director of the NOAA Weather Program Office (WPO), where he supports the strategic direction, coordination, and operational execution of NOAA’s weather research portfolio. With over two decades of federal service, David brings deep expertise in strategic planning, organizational development, and performance management across a range of complex, mission-driven programs.

Before joining WPO, David served in senior advisory and leadership roles across NOAA and the Department of Homeland Security. His work has spanned national emergency communications, public safety grant oversight, change management, and environmental research planning. At NOAA Ocean Exploration, he led efforts to modernize performance frameworks, improve resource alignment, and strengthen organizational effectiveness. David’s leadership approach is grounded in collaboration, evidence-based decision making, and a firm belief in the value of administrative systems to support meaningful mission success. He is known for championing initiatives that clarify strategic intent, unlock the value of administrative data, and foster interdisciplinary collaboration.

David has attended the U.S. Naval War College and the University of Kentucky. Outside of NOAA, he is an avid woodworker and the proud parent of three children.
