Rachel Hogan Carr is the Executive Director and co-founder of the Nurture Nature Center, a nonprofit organization in Easton, Pennsylvania (US) that has done extensive research and education around flooding and related hazards. She has served as principal investigator on numerous flood-related research and education projects in partnership with National Weather Service and the National Oceanic and Atmospheric Administration. Her team’s research focuses on user testing to improve the design and delivery of hydrologic forecast products for professional and residential users, including ensemble forecast products, flood inundation mapping, and products for other extreme weather hazards. She and the research and education teams at NNC have assisted federal, state and local organizations in various coastal and inland flooding education and stakeholder engagement efforts. Rachel serves on the American Meteorological Society Committee for the Communication of Weather and Climate Information, is a member of the Customer Advisory Board for the Middle Atlantic River Forecast and has served as subject matter expert to the US FEMA Technical Mapping Advisory Committee. She holds a master’s degree in environmental policy design from Lehigh University, where she focused her research on improving flood risk communication through social science. Prior to founding NNC, she worked as a community organizer and in urban real estate development. Rachel is a Certified Floodplain Manager and active in community initiatives in Pennsylvania where she lives.
