This project focuses on the challenges of communicating warnings for compound tornado and flash flooding (TORFF) hazards that occur during landfalling tropical cyclones (LTC), which have been even more complicated during the COVID-19 pandemic. Specifically, the project aims to understand how weather experts conceptualize, plan for, and communicate TORFFs during LTCs. The project will use a mixed-methods approach, including interviews with broadcast meteorologists and core partners after an LTC and a national survey of emergency managers in coastal areas, to gather insights that can be used to improve the communication of risk information and reduce community vulnerability to future compound threats.
