Meteorologist Richard “Rich” Fulton is the Weather Testbed and Air Quality Portfolio Manager for the OAR Office of Weather and Air Quality (OWAQ). In this role, Rich executes the peer-review and funding award processes for 10+ grant programs, and manages the diverse U.S. Weather Research Program portfolio of 80+ project grants. Notably, during FY15-17 Rich coordinated closely with NOAA’s National Severe Storms Laboratory to plan and execute the $2M VORTEX-SE grant program. More recently, Rich led the charge for OWAQ’s first ever issuance of a consolidated Notice of Funding Opportunity (NOFO). Rich assisted in streamlining the NOFO application process, and his hard work ensured that the NOFO was executed prior to a deadline at the end of the fiscal year. Through Rich’s vast contributions to OWAQ, NOAA is at the forefront of weather and air quality research.
