Special Assistant to Director and Deputy Director

Katrina Utz is the Special Assistant to the Director and Deputy Dirctor to provide support on projects and to the Management and Administration Division in the Weather Program Office (WPO).

Prior to joining WPO, Katrina worked in county government as the Executive Assistant to the county’s COO. She was promoted into a Policy Advisor role where she onboarded two new COOs in the areas of organizational structure and design, strategic projects and programs, and state and local legislative issues. Additionally, she was the Interim Director for the county animal shelter. In less than one year, she drove process and system improvements, reduced labor requirements, generated thousands in cost savings, and redirected resources to better serve the local community.

Katrina also served as Senior Policy Advisor for the leadership team in the health department focused on identifying, designing, and executing large-scale efforts to improve operational effectiveness and regulatory compliance. With the escalation of COVID-19 in 2020 she helped develop public health orders and guidelines for the 1M residents in the county. She worked closely with emergency operations to ensure operational and service continuity for key industries, including the development and oversight of special industry advisory groups.

Katrina has a Master’s degree in Public Policy Administration from University of Missouri St. Louis. She enjoys running, traveling domestic and international, cooking, wine tastings, and attending live jazz shows.
