Synoptic Program Manager

Lingyan Xin is the Synoptic Program Manager for the Fire Weather Competition at the Weather Program Office (WPO). She comes to us with an impressive background in atmospheric science and a distinguished career in the field.

Lingyan holds a PhD in Atmospheric Science from the University of Alberta. Her extensive experience includes a 22-year tenure at the Meteorological Development Laboratory (MDL) of the National Weather Service (NWS), where she played a role in designing and developing hydrometeorological applications for the NWS AWIPS system.

Her contributions were not confined to MDL; while collaborating with the National Center for Atmospheric Research (NCAR), she helped improve the AutoNowcast (ANC) system and developed verification tools to analyze storm initialization, growth, and decay.

Lingyan’s exemplary technical skills have been pivotal in projects such as the development of the NOAA Virtual Lab (VLab) and leading the successful transition of the Interactive Multisensor Snow and Ice Mapping System (IMS) from NESDIS to NWS. 

Beyond her professional achievements, Lingyan enjoys traveling, biking, and playing badminton in her free time.
